The National Institute for Security Studies (NISS), Lower Usuma Dam, Bwari, Abuja is the Premier Institution for training and research on security and intelligence for the sustenance of National Security.
Mandate
The Institute was established to provide a platform for development of analytical insight, intellectual depth and capacity for security professionals and administrators within Nigeria and Africa to deal efficiently and effectively with security challenges in the ever complex and changing security environment. It provides senior cadre manpower with the required operational and administrative capacity to develop and utilise available resources towards effective management of these complex security challenges. The Institute also organises short courses for top, middle and low-level cadres to broaden their capacity. This is in addition to being a degree awarding Institution.
Vision
To be a leading Training Centre for security studies, research, capacity building and staff development for the Department of State Services, the Nigerian Intelligence Community, Law Enforcement Agencies, Regulatory and Government Strategic Agencies in Nigeria and Africa.
Mission
To sharpen the professional skills of men and women in the Intelligence, Military, Security, Regulatory, Law Enforcement and Strategic Agencies for the purpose of supporting and protecting the rights of the citizenry, the security of the nation’s critical assets and installations, as well as the protection of the country’s sovereignty.
Evolution of The Institution
The NISS was first conceived as a Training School in 1999 and was later upgraded in 2008 to become the Institute for Security Studies (ISS). The Institute witnessed a rebirth and metamorphosed into the National Institute for Security Studies (NISS), following its establishment Act (National Institute for Security Studies Establishment Act, 2019). By this Act, the Institute is placed on the same pedestal with the National Defence College (NDC), Abuja and the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Jos. The new status broadens the scope of activities and programmes of the Institute to include the promotion of synergy among security agencies in the management of National security challenges.
Location
The Institute is located within the precincts of the serene Lower Usuma Dam, in Bwari Area Council of the Federal Capital Territory (FCT), Abuja, Nigeria.
Administration
The NISS Act 2019 stipulates that the Head of the Institute is the Commandant. He is assisted by the Director of Studies (DoS) who is responsible for the security studies programmes. The Director of Administration (DA) assists the Commandant in the general administration of the Institute, Director, Research, Estimates and Library Services (DRELS) supervises all research related issues, Director, Technical Services (DTECH) provides technical and maintenance services, while Director, Coordination and Liaison Services coordinates all the tours and liaison with Ministries Departments and Agencies as well as Resource Persons.
Governing Board
It is the apex forum for formulation and approval of policies, regulations and procedures on all matters of the Institute. Its membership cuts across the Nigeria Intelligence Community.
Academic Programmes
The Executive Intelligence Management Course (EIMC) is the flagship programme of the Institute. The Course, which leads to the award of “fellow of the security institute”(fsi), is a ten (10)-month programme that prepares high- level security intelligence professionals for critical roles in the sustenance of national security. The Institute also runs short-term courses on security, law enforcement and intelligence related fields. This is in addition to hosting of three Postgraduate Programmes namely; M.A. Peace and Security Studies, M.A. Peace and Development Studies and Ph.D. Peace and Development Studies in affiliation with the University of Ilorin, Ilorin..
